The CIPFA has released an independent report called e-Procurement in the UK Public Sector - a guide to developments and best practice, at the CIPFA e-Government Forum.

The report, produced by Leeds University's Ecom Group for the Forum, warns that the benefits of e-procurement can only be achieved as a part of general business improvement. It also highlights the need for an effective procurement function in the first instance, as the IT system will only highlight deficiencies in existing processes.
The report looks at the experience of e-procurement from a range of UK projects undertaken at both central and local levels of government. It is available to the subscribers of the CIPFA e-Government Forum free of charge. Non-subscribers can buy it from Clare Wesener, 0208 667 1144, cost £200.
